Poor eyesight has me asking another silly
question of the pros in here...

WTH is that protruding above the roundrel?

Looks like the "Special Bonus Prize" Leg-Lamp.
Is this how it was shipped to the Ralphies'
dad in "A Christmas Story"?

The clue is in the designation: TT stands for Target Tug. The object in
question is the Type B Mark 2B cable winch. It was driven by a 4-blade
windmill, which is in the horizontal stowed position in the photo, and
is the dark shape at the end of the arm. It was rotated 90 degrees to
face the airflow when required for use.
